Position Description

As the country and colleges and universities continue to manage the COVID-19 pandemic, the Infectious Disease Lead and Health Practitioner position provides leadership and direction related to infectious disease planning, coordination, and response at Carleton. She/he/they will work within existing infectious disease structures and enhance and/or create new structures that will make more efficient Carleton’s ability to manage future pandemics.  

In addition to infectious disease response, this position will provide health care to Carleton students (16-24 year olds), within a collaborative team environment of Advanced Practice Providers, Psychologists/Counselors, Psychiatric Nurse Practitioner and Dietitian. As an advanced practice provider, the role offers clinical services and preventative care, including assessment, diagnosis, and treatment, to Carleton students via scheduled individual appointments, telephone triage, and some walk-in care. As a registered nurse, the role offers support to advanced practice providers as well as providing clinical care within the registered nurse scope of practice and per standing orders within the clinic through the same appointment modalities. She/he/they will also work closely with other members of Student Health and Counseling in the ongoing development of integrated physical and mental health services.

Essential Job Functions - Responsibilities
Infectious Disease Lead:

  • Direct, manage, and operate the Infectious Disease response at Carleton College.
  • Collaborate with senior College leadership teams to implement infectious disease plans
  • Assess the need for, develop, and implement written policies and procedures for infection control, including those for standard precautions and for transmission-based precautions, including when these should be used, the duration of use, and the type of precautions needed for a particular infection or organism 
  • Research public health and medical information about emerging pandemic issues (i.e., during Covid pandemic this has included: researching and determining appropriate testing protocols; vetting certain tests over others, creating protocols for the Testing Clinic setup)
  • Assess the need for, develop and implement written policies and procedures related to campus testing and vaccination of students and employees (in collaboration with Human Resources).
  • Coordination of Emergency response function with Emergency Management Team
  • Coordination with Case Investigation and Contract Tracing Team (CICT) and Quarantine/Isolation (Q/I) Coordinator
  • Management/Leadership of Testing Center 
  • Establish and maintain working relationships with local health care providers and agencies including county, regional and state level emergency preparedness and public health offices
  • Remain up to date with the latest management guidelines from the WHO, CDC, ACHA, MDH, and county public health offices.
  • Develop processes for gathering needed supplies and resources and maintaining adequate stock
  • Assist campus communication team by providing accurate and timely information to campus constituents

Clinical Role:

  • Conduct comprehensive assessment including obtaining health/medical history, physical exam, ordering or performing and interpreting laboratory tests, prescribing pharmacologic agents and treatments, and nonpharmacologic therapies, within one’s scope of practice or per clinic standing orders (RN).
  • Assess and treat patients in multiple capacities including acute care, mental health, sexual health and other primary care functions, with an understanding of the needs and challenges associated with a college age population. 
  • Advanced Practice Provider decision making includes the ability to assess suicidal patients and prescribe psychiatric medication.
  • Consult with and make referrals to other members of the SHAC staff and to off-campus providers as appropriate. 
  • Identify best practices for medical care according to established professional standards.
  • Provide care and programs with sensitivity to serving the needs of a diverse student population and creating an inclusive healthcare environment.
  • Document all care provided in an electronic health record to maintain an accurate medical/legal record.
  • Assist in training of new staff.  
  • Collaborate with other campus departments in meeting the health needs of the campus community.

Additional Responsibilities:

  • Develop, plan, and provide outreach and training programs. These programs may be implemented independently, with other members of SHAC, or by peer health educators.
  • Establish and maintain working relationships with college students, their parents, the Student Health and Counseling team, the Division of Student Life, the Carleton College community, and off-campus health professionals.

Required Qualifications:

  • Education & Certification: 
    • Nurse Practitioners must be licensed as both a registered nurse (RN) and an advanced practice nurse (APRN) through the state of Minnesota.  They must also maintain certification nationally as a nurse practitioner through either ANCC or AANP. 
    • Physician Assistants are licensed by the MN board of medicine. They must hold a degree from an accredited PA program and maintain national certification by NCCPA. 
    • Registered Nurses are licensed as a registered nurse in the State of Minnesota. They must hold a Bachelor of Science in Nursing.
  • Experience in clinic or ambulatory primary care center
  • Triage and assessment experience required
  • Education or training in public health and epidemiologic principles
  • Current Drug Enforcement Administration (DEA) license.
  •  Two or more years of experience as an RN or Advanced Practice Provider
  • Comprehensive understanding of RN or Advanced Practice principles, methods, and procedures, and scope of practice in a college health setting.
  • Commitment to maintenance and growth of clinical skills and knowledge through continuing education, self-study, and on-site quality assurance activities.
  • Cross-cultural clinical practice experience
  • Strong interpersonal, communication, and human relations skills
  • Genuine interest in relating to and serving a diverse college population
  • Strong computer and research skills to ensure they remain up to date with new developments, best practices and standards of care within the field of college health.
  • Self-motivated individual with excellent organizational ability

Preferred Qualifications

  • Interest and prior experience working in public health settings
  • Current CPR/BLS certification.

Salary and Benefits:
This is an exempt level position. The selected finalist’s salary will be based on the candidate’s qualifications, internal pay structure, and our overall compensation package.
