Legislative Update
Submitted by: Brian K. Goodroad, Legislative Director

Hello MN APRN Coalition members and friends. Believe it or not, we are already working hard on our legislative agenda representing Minnesota APRNs at the Capitol. Despite a rocky start in our House of Representatives, work is progressing, and legislators are meeting with their constituents. We continue our efforts this year and are particularly excited to move forward with new and returning bipartisan legislators working on the issues affecting Minnesota APRNs.

This year, we continue efforts to remove the required Transition to Practice (TTP) hours for new graduate NPs and CNSs. This requirement has been a barrier to meeting the workforce needs of our APRN-owned and run clinics. Many of these clinics are in rural and underserved suburban and metropolitan areas and provide essential mental health and primary care services to the most vulnerable Minnesotans. Removing the required TTP hours is necessary to ensure these clinics can hire new graduates to meet their workforce needs. We are reintroducing a bill to remove this requirement this year.

The coalition is also in the early examination of sustainable reimbursement. This issue runs hand in hand with the TTP hours. Not only do these clinics need to be able to hire their needed workforce, but reimbursement for services must be enough to allow these clinics to sustain, maintain, and grow as needed. Stay in touch as we will provide updates on this issue as it progresses.

Additionally, we continue our partnership with the Minnesota Affiliate of the American College of Nurse-Midwives to secure approval of the role of the Certified Midwife in Minnesota. We believe this is a key strategy to increase midwifery services in typically underserved areas and to address the maternal and infant morbidity and mortality disparities faced by Minnesota women, especially women of color. The bill for this role will be reintroduced in this session.

Beyond these efforts, we will continue monitoring all proposed legislation to ensure APRNs maintain full practice authority and that new barriers to care are not introduced. Your support and membership are vital to these initiatives. Our single largest expense is our lobbying efforts. Please renew your membership when prompted and consider a donation to support this work. The health of Minnesotans depends on access to APRN care!
